Under what circumstances should abortion be allowed?

It is important to give all women the access to make the choice that is right for them. I believe that decisions about a woman’s health are between her and her doctor. Federal and state laws and policies should not impede a woman’s access to abortions.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

We need smart and tough national security policies that will keep Americans safe. To defeat ISIS and prevent the spread of terrorism, we must continue to strengthen our international coalition and reaffirm our commitment to NATO, improve intelligence sharing with our allies, and strangle terrorist financial networks. We need to strengthen domestic intelligence sharing between local and Federal law enforcement agencies to identify threats before they strike.

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

Madison famously wrote, “Ambition must be made to counteract ambition.” Mankind can be self-interested. I believe we see that in the Trump administration and in its policies that continue to benefit the wealthy and powerful. We need to use the carefully defined, separate, and limited powers in the Constitution to counteract the actions of the current self-interested administration.

I have been a strong supporter of Democratic candidates and causes. My life's work has centered on liberal causes and can be explored at cisnerosfoundation.org. How would you promote healthcare coverage that is adequate, affordable and accessible for all?

I will defend the ACA from their attacks and fight for increased access and more affordable care for everyone. We need to work to fix and improve the ACA, not repeal it. I will fight for the public option that was originally intended to be part of the ACA, and give people the option to buy into Medicare. We need to work to stabilize insurance markets and have the government directly negotiate drug prices with pharmaceutical companies to bring costs down.

What role should government play in boosting the economy?

Hard working families can’t keep up with the increased costs of housing, groceries, gas, and the overall cost of living while seeing their incomes remain flat. Congress needs to fight to increase the minimum wage and ensure a living wage for all Americans. For families to succeed, we need to support paid family leave and we need to ensure every child has access to high quality affordable early childhood education.The backbone of a strong economy is a strong educational system. We need to help people find careers for the 21st century. We need increased investment in education, vocational training, and career development, and we need a national infrastructure bill to ensure our businesses and workers can compete in a global economy.

What changes should be made to the tax code?

Congress needs to stop giving handouts to Wall Street and banks, and force them to pay their fair share. While Republicans push for tax cuts for billionaires, I will fight to reduce taxes for the middle class and eliminate tax breaks for special interests and big corporations that send jobs overseas.

What is the best way to bring down unemployment?

We need to invest in programs and policies that will get people back to work. Research shows that poor health contributes to unemployment, so we need to pursue policies that empower communities to address their health concerns. Guarantee universal healthcare coverage.

How would you guarantee Social Security benefits for future generations?

I would start by fighting any attempts by Donald Trump and Republicans to cut or privatize Social Security. By requiring millionaires and billionaires to pay the same percent of their incomes towards Social Security as middle-class families, we can guarantee that Social Security remains fully funded for decades to come.

What education or experience qualifies you to hold the office for which you seek election?

I have helped run The Gilbert & Jacki Cisneros Foundation, an organization committed to strengthening public schools and creating college opportunities for students and veterans. I also serve on the advisory board of Michelle Obama’s Reach Higher Initiative for college access and previously served on the President’s Advisory Committee on the Arts under President Obama. Through ten years of service to our country as a U.S. Naval Officer, I was able to go abroad and learn what it means to protect our nation's interests.

Is there anything else you would like voters to know about you?

I am the son of a public school cafeteria worker and a Vietnam veteran. I attended college on a Naval Reserve Officer Training Corps (R.O.T.C.) scholarship and was the first in my family to graduate from college. I know firsthand the challenges many families face, such as being unable to afford healthcare. My own father suffered health problems from exposure to Agent Orange while serving in Vietnam and lost his health insurance. My mom went 16 years without health insurance. I am an independent leader running for Congress to ensure our children are provided with the same ladder of opportunity that the Navy provided me. I am not a career politician, I am a veteran and education advocate, who will stand up to the insurance and pharmaceutical industries to lower healthcare costs, protect education funding, and work to create good-paying local jobs. I refuse contributions from PACs because I believes the government should work for the people – not corporate special interests.
