Under what circumstances should abortion be allowed?

Only if it were required to save the life of the mother (which I understand is virtually never the case), but protection of another life (the mother) from mortal threat would be the only justification.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

Block immigration from all terror-sponsoring or terror-tolerating countries. There is no Constitutional right to come to the United States. All Mosques which teach jihad, or embrace the radical sects, should be on watch by the FBI and other national security agencies, infiltrated for the purpose of preventing another San Bernardino type terrorist attack. (One of my neighbors, a 37-year old father of 6, who's sons played football on my son's team. This is deeply personal to me.) We should block the implementation of Sharia Law and not grant Muslims any special treatment within any of our institutions. Once granted, those special exemptions are impossible to undo. The 1st Amendment guarantees freedom "of" religion, not special treatment of any one faith.

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

Mankind has always shown an inordinate capacity to abuse power. The Founders reacted to this human failing, by splitting the power into distinct branches with specifically enumerated duties. This keeps any one branch from becoming "king". And the branches of gov't counterbalance each other, the design of which was to keep each branch in check.

Briefly describe your spiritual beliefs and values.

I am a born-again Christian, believe in the Holy Trinity, that Jesus is the only Son of God, and that He died to redeem us of our sins. My parents sent me to Catholic school, but halfway through we became "non-denominational" Christians. This presented an early existential crisis for me. I was faced with a test in Catholic school about the role of Mary, and since our beliefs had changed, I made the decision to be honest, even though I believed I would be marked down. It was odd, but I never got my test back. Then one day I saw it on the bulletin board with other papers that had received 'A's. Needless to day, that experience in grade-school formed a determination to always stand up for what I believe regardless of consequence. When I attended public school, I witnessed to other kids, even bullies and found that everyone responds to an expression of God's love, even the most hardened. As an adult, I conducted a Bible Study and Life Skills class at a Prison Camp for 8 years.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

On Immigration, 5 years before ever running for office, I formed the largest Minuteman Group in the State of California, and took hundreds of volunteers to the border to protest the Federal Gov't's failure to perform it's enumerated duty to secure our borders and enforce our immigration laws. Once elected, I introduced the AZ law (AB1070) in CA., forcing CA to hear from Jamiel Shaw and other victims of illegal alien criminals. I did hundreds of national interviews on the immigration issue, have written extensively for various publications, (most recently Breitbart: https://www.breitbart.com/author/assemblyman-tim-donnelly/). Economic: I ran for office because our representative betrayed his 'no new tax' pledge, and I won my first election, and fought tax increases at every turn. (I've even been featured on the Daily Show for my relentless opposition to new taxes (the Amazon tax was their focus). On social issues, I was made 'Legislator of the Year' by Eagle Forum and other groups.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

Enable companies to compete across state lines. Unleash free market competition to lower costs and determine what coverage people need, not gov't mandates and gov't created, artificial marketplaces. There will always be those among us, who cannot or will not take care of themselves. Both Jesus in Scripture ('the poor will always be with you') and Adam Smith (Wealth of Nations) warn us. Some provision will have to made to pay those costs, but many things could be done to mitigate them. No health expenses should be borne by taxpayers for illegal aliens beyond life-saving emergency care, followed by a return of the illegal alien to their home country. A cash rather than insurance-based system would motivate people to behave in the interests of their own health b/c it would be their own, not someone else's money.

What role should government play in boosting the economy?

Government should continually spend a significant amount of time figuring out how to shrink itself and shrink the Government Bootprint off the neck of all Americans. 'That which governs least, governs best'. What is needed goes way beyond simply removing burdonsome, unnecessary regulations, we need to limit the size and scope of gov't by eliminating entire departments. We don't need an IRS, Dept. of Education, nor a Federal Reserve to use their power to control our lives and the lives of our children. Think of the billions upon billions of dollars that we could save if we curtailed every department after eliminating all duplicates. The effect on the economy would be tantamount to the Titanic rising off the ocean floor intact, and the massive wave of energy (productivity) that would be unleashed.

What changes should be made to the tax code?

The tax code should be simplified to a few pages, eliminating the vast majority of complications and loopholes that favor the super-wealthy. I favor a flat tax that applies to everyone and income taxes could be filed from an app on your phone in 5-10 minutes.

What is the best way to bring down unemployment?

Stop subsidizing healthy people who don't work. And stop penalizing employers with so many rules and regulations that act as a tax on hiring someone.

How would you guarantee Social Security benefits for future generations?

If we got a balanced budget amendment, reformed our tax code, secured our border, deported all the illegal aliens present within our borders, stopped paying people not to work, and shrunk the size and bite of gov't, there would be plenty of work for everyone. And then you could create the 'lockbox' we always hear politicians talk about, which doesn't currently exist.

What education or experience qualifies you to hold the office for which you seek election?

I have a college degree, ran a business for 20 years, and served for 2 terms (4 years) in the CA State Assembly. Most politicians never had the experience of running a business, hiring people, meeting a payroll and complying with all the gov't rules and regulations. I have.
