Under what circumstances should abortion be allowed?

Allowing for abortion is currently the law of the land. But I support the Hyde Amendment, barring the use of federal funds to pay for abortion except to save the life of the woman, or if pregnancy arises from incest or rape.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

(1) Lead and back strong coalitions to continue to prevent ISIS and Al Qaeda from taking over major sanctuary areas. (2) Continue to press for democratic (not always by our standards but capable of representing a sovereign) institutions. Hold accountable those that attempt to thwart democratic efforts. (3) Support military and law enforcements efforts in fragile regimes that are targets of radical Islamic presence.

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

Certainly, a sense of the human condition for freedom and choice and and belief in fairness - drawn from their reaction to the British Parliament, with concurrence from the King, that ignored colonial requests for local rule or through appropriate representation (which the Colonies did not have in Parliament). LIkely their far-off distance, their founding by those that sought freedom from religious persecution, and their desire to avoid “Old World” European entanglements has a role.

Briefly describe your spiritual beliefs and values.

I am Christian, raised Catholic and attend Christian church locally. I often attend church at other locations, to include Catholic mass, and visit and pay respects to many within the community with different faiths.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

I trust Americans. I recognize the importance of preserving freedom and independence from government control. I support free markets and choice, and I believe that Americans can compete with anyone if the rules are fair. I believe in federalism and locally-derived public policy.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

Here are the key elements of what I think need to constitute healthcare policy reform. (1) Patients needs more “skin in the game” to make more of their healthcare choices. This includes bringing insurance back to what it’s meant for; catastrophic medical costs, not everyday things. (2) Open opportunities to allow for more competition by encouraging additional practices and provider options. This includes across state and country lines to allow for increased competitiveness. (3) Give tax breaks for good decision making for health, based on value.

What role should government play in boosting the economy?

Provide for the development of free markets, avoid unnecessary regulation, and protect markets and US economy from unfair practices by other countries. Allow for an appropriate arbitration/judicial process to ensure that laws are followed.

What changes should be made to the tax code?

Make recent tax reform permanent. Continue to look for ways to reduce taxes, for both mandatory and discretionary spending, through lower program costs, incentiving for growth, and removing regulation.

What is the best way to bring down unemployment?

Lower the burden of government, keeping our corporate rate competitive against overseas markets, making permanent the recent tax reforms, reducing the heathcare cost burden on

What education or experience qualifies you to hold the office for which you seek election?

I have owned a small business, worked in others in the community, and have led an organization supporting international trade (CEO for the Northern California World Trade Center). I have also been in government; worked for the U.S. Department of State, the Marine Corps, the Intelligence community, and for Homeland Security. I graduated from the U.S. Naval Academy and have an MBA, MS, and MA - all of which contribute to my ability to serve in Congress.
