Under what circumstances should abortion be allowed?

When carrying an unborn baby, prior to viability, conditions that endanger the life of the mother and incest are examples where abortion can be justified. In the case of a pregnancy resulting from rape, mothers should be encouraged to carry to term and offer the child for adoption but abortion should be an option.

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

Power corrupts and even those with the best intentions are subject to losing sight of their role and purpose as representatives of the people. In addition, history has provided too many examples of totalitarian governments trampling individual rights so protections against such are essential.

Briefly describe your spiritual beliefs and values.

I was born into a solid Christian conservative family and believe we are saved by grace in the blood of Christ. I believe all Christians share a community of faith regardless of their specific denomination. I have tried to live my life as much as possible as an example of Matthew 5:14-16.

What is the best way to bring down unemployment?

Stimulate the economy and grow jobs. In addition, we need to enhance the availability of vocational training opportunities in our district. I would also like to see more entitlements moved to work programs, which would further reduce unemployment and could be accomplished with budget neutrality.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

Affordable and accessible healthcare is already available in the form of emergency medicine but that is not adequate. Allowing health care plans to be sold across state lines would increase competition and help bring down insurance rates. Heavily subsidized, one-size-fits-all plans are not the answer. The long term solution to rising healthcare costs is preventative and population health but politicians do not easily invest in programs with delayed returns.

What role should government play in boosting the economy?

We should follow President Trump's lead by reducing unnecessary regulations and keeping taxes low to stimulate economic growth.

What education or experience qualifies you to hold the office for which you seek election?

I began my primary career in 1975 as an orderly, served 6 years in the U.S. Navy as a Hospital Corpsman, went into management after discharge, became a CEO for the first time in 1990, and spent 23 years after that in progressively more substantial executive leadership roles. I am now the Executive in Residence for the largest Health Management program in the country. Every job I had along the way was a job I had never done before and this is no different. As it has throughout my career, I am convinced my Principle-Centered, Relationship-Oriented, and Outcome-Driven leadership style will serve me well if elected to the Florida House.

Is there anything else you would like voters to know about you?

I have been married for over 37 years and my wife, Becky, and I have three sons and four grandchildren. We have lived and worked in the district for nearly 25 years. Also, over 70% of the Florida state budget is spent on Health & Human Services and Education combined. 90% of the Health & Human Services budget is Medicaid. My two primary careers have been in healthcare and education. I am uniquely qualified to understand the issues and work with other legislators to manage resources as effectively as possible.
