In March 2015, Kennedy was the only Republican in the Utah House of Representatives to vote No on SB 297, a bill that authorizes a government employee to refuse to perform marriage services based on his or her personal beliefs.

Under what circumstances should abortion be allowed?

Our society should focus on protecting life. Rape, incest, or to preserve the life of the mother are the only reasons abortion should be allowed.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

Peace through strength is my philosophy. We need a strong military and a nation of law abiding, moral, and prosperous citizens to assure those who perceive us as an enemy are kept at bay and convinced there is a better way of life. We also have to keep our word so all countries and terrorist groups, who threaten us, will know that we are serious.

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

Power is a corrupting influence. The more concentrated power is, the more the wielder of the power is inclined towards self-serving motives. Our Founders recognized this and divided power between multiple groups and individuals in an effort to reduce this corrupting tendency. We need restore the balance as prescribed in the Constitution and give power back to the states and individuals.

Briefly describe your spiritual beliefs and values.

I believe God created all things, and that we are His children. As such, we are all brothers and sisters. I believe that we are all fallible and make mistakes. To remedy this, God sent his son Jesus Christ to atone for our sins and make it possible to return to live again with our Heavenly Father. I believe our most important role on this planet is to love and serve our brothers and sisters.

I have a proven conservative legislative record of results and working with others to balance our budget each year. I have been given an "A" rating by the NRA, awards from the Utah Taxpayer's Association and other groups for defending economic freedom, championing business, protecting life, and helping Utah patients and others. How would you promote healthcare coverage that is adequate, affordable and accessible for all?

Market forces and state-based solutions will facilitate the goal of affordable health care for all. I have an op-ed that summarizes more of my feelings on my website here:

What role should government play in boosting the economy?

The government should protect our rights and our borders. Taxes and unnecessary regulatory burdens should be minimal. Following these steps for limited government will create an environment where individuals and economies can flourish.

What changes should be made to the tax code?

We should simplify the tax code so an average person can fill out their tax forms. The base of taxpayers should be broad, the tax rate should be low, and similarly situated taxpayers should be treated similarly.

What is the best way to bring down unemployment?

Build the economy by reducing taxes and regulatory burdens.

How would you guarantee Social Security benefits for future generations?

I am 49 years old. I believe I and those younger than I am should have Social Security benefits that are significantly different than those benefits promised today. We should receive less benefits at a later age than current beneficiaries. I believe we should also keep the promises we have made to those soon to enter and those currently receiving benefits.

What education or experience qualifies you to hold the office for which you seek election?

I am the father of eight children. I am a family doctor, an attorney, and have served as a state legislator for the past six years. I am a small business owner also and understand what it is like to live, work, and raise a family on a budget in the state of Utah.
