Under what circumstances should abortion be allowed?

Abortion should be allowed by law Only and Rarely to save the life of the mother. Congress should enact legislation that, under paragraph 5 of the 14th Amendment, defines "person" to include the unborn from the moment of conception.

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

Men are not "angels" and in mankind's nature is ambition. Ambitious men in government will seek to concentrate legislative, judicial, and executive power. Accumulation of power "in the same hands of one person or a few, or many," will result in tyranny. To control abuses of government the Founders designed a separation of powers in which "Ambition must be made to counteract ambition"(Federalist 51). Thereby, personal motives in each department can "resist encroachment of the others."

Briefly describe your spiritual beliefs and values.

I am an actively practicing Catholic. I attend daily Mass. In this life, I seek to know God and love him with all my strength, and with the help of God's Law and Grace to find greater faith and hope and to serve Him with love and charity.

Very Conservative

Please defend your answer to the previous question by referencing your publicly available track record.

"Very conservative" is an accurate description of my beliefs and my life. I am practicing Catholic who is active in my church as evidenced by my roles in Bible study, choir, lector. I am married for 35 years with 6 homeschool children. I am a strong advocate for the unborn as evidenced by my participation in Prolife activity in the community, and current 3yr service as member of the board of directors of our local "New Life Counseling" crisis pregnancy center. My economic conservative stance is well credentialed by my authorship of "The Barrilleaux Plan for Social Security"(fully described on our website). In the plan I outline a proposal for a tax cut that both strengthens Social Security financially as well as stimulates the economy. I am a small business owner and tax payer. I have advocated publicly in newspaper articles, radio, and web site since 2012, for smaller government, less spending, less debt, national security, 2nd Amendment and many other conservative positions .

Washington is broken, because Congress is broken. Congress is broken because ambitious politicians corrupt congress with campaign donations. Our country suffers under the burden of bad laws from a corrupt system in Washington. Bribery is legalized and institutionalized in the form of campaign donations. Donald Trump states: " Donors, special interests and lobbyists have total power over our politicians". (8/11/16 Address to National Association of Homebuilders, Miami Florida) I believe that we can restore good government by our good citizenship. We must only vote for candidates who don't take the money. I accept no campaign contributions and I spend no money on a campaign ( not my money or anyone else's ). I will serve with no conflict of interest, and no fund raising distractions.
