What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

The framers were concerned that although man is inherently good the enticement of power can corrupt. The Bible is full of examples that illustrate the Founders point that power can corrupt absolutely like the Pharaohs or later the Pharisees. Jesus even did a parable on corruption concerning the workers in the vineyard who were left in charge. It was brilliant how the Founders developed our checks and balance system that appeals to the angels in our souls and tamps down the demons in our minds.

Under what circumstances should abortion be allowed?

To save the life of the mother and in the case of a pregnancy that was caused by a violent illegal act, rape or incest.

Briefly describe your spiritual beliefs and values.

I have a deep and abiding belief in God although I will admit that I am like Ronald Reagan who was an irregular church attendee. My fundamental values are rooted in my Judeo-Christian beliefs and living my life as the Lord said in his Sermon on the Mount, "Do unto others as you would have them do unto you." In regards to my answer on assisted suicide of a terminally ill adult which I know conflicts with many of your organizations: I believe a person must live a life with dignity and should be able to die with dignity. If an adult patient being of a sound mind is deemed terminally ill they should be granted the graceful option to have a doctor end their life. Unlike an abortion where a fetus has no say over there life a terminally ill man or woman can and should make that ultimate decision for themselves. I believe it is the humane and merciful thing to do rather than forcing a family member to "pull the plug." The one caveat is that only the patient can make this decision.

As Mayor of Mettawa I have continued the policy of not taxing utilities nor have I instituted new taxes. In fact, we are one of the few towns in Illinois to return excess tax money to the residents because I believe in that fiscal conservative theory that people not government know how to best spend their money.
