Assuming you take the separation of church and state seriously, I would list the Voters, the Constitution, and the Supreme Court. For me as a Senator it would my conscience and my God, the benefit of my state, the benefit of my constituents.

19. Briefly describe your spiritual beliefs and values.

I’m a Lutheran. For those who don’t know, there are several kinds of Lutherans and I’m a member of the larger version, the Evangelical Lutheran Church of America, often abbreviated as ELCA (www.elca.org). The ELCA is a moderate denomination that is open to other faiths and even shares communion and sacraments with Presbyterians, Episcopalians, Methodists, and the United Church of Christ. My personal beliefs can be roughly summed up with 3 bible passages – Matthew 22:35-40, Micah 6:8, and Luke 12:48.
