One of the Republicans who voted for the 2018 Omnibus Spending package on March 22, 2018. The vehicle for the roll call vote was H.R. 1625. The package included continued funding for Planned Parenthood and sanctuary cities, no funding for new border wall construction, and no funding for Veterans Affairs reforms.

Under what circumstances should abortion be allowed?

Barr:   (Did not answer)
Eddy:   Rape, incest and the health of the Mother. By the same token I accept Rowe V Wade as the law of the land. I celebrate the fact that abortions have been declining the last eight years and strongly favor the policies that have helped that happen. To that end, I am strongly in favor the mandate included in The Affordable Care Act/Obamacare that makes free birth control available. I am against the restrictions against making birth control available to people in privately owned companies, because they are operating in the public sphere. I am in favor of widely available sex education, Preventing unwanted pregnancies is the number one way to preventive elective abortions. Taking away opportunities for sex education and birth control can do nothing but increase unwanted pregnancies and resultant abortions.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

Barr:   (Did not answer)
Eddy:   Probably the most important thing we can do is to build up the local Muslim countries and treat them as partners, not enemies. We also need to make sure that we as Americans and the current Administration treat Muslims as equals. The policies of instituting bans on people from primarily Muslim countries has created the idea that our country is at war with Muslims. This is extremely bad. We all also need to emphasize that even though our country was started by people from the Judeo-Christian tradition, that we are a welcoming country to all faiths, Jewish, Muslim, Sikh, Hindu, and others, even atheist. That we know that God smiles on our country when we treat all peoples the same way Jesus preached about the Good Samaritan.

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

Barr:   (Did not answer)
Eddy:   The simple answer is the fallen nature of man.

Briefly describe your spiritual beliefs and values.

Barr:   (Did not answer)
Eddy:   Born again Christian washed in the blood of Jesus, but I am not deserving of His Grace. That being said, I accept the forgiveness He gives me.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

Barr:   (Did not answer)
Eddy:   We need to move towards universal healthcare. We are the only major advanced nation that does not accept the fact that good healthcare is a right for all, not just those that can afford it. It is a right, just like life, liberty and the pursuit of happiness.

What role should government play in boosting the economy?

Barr:   (Did not answer)
Eddy:   It has to be very careful. I believe the government at all levels is responsible for infrastructure and should invest heavily in that. All levels of government should look at incentives that create capital investment and hiring. If any tax credits are given, they must be tied to levels of performance in hiring and given after five years, NOT front-loaded. Too many governmental units give incentives to businesses based ion business plans that do not perform as projected. The other method of incentives is to tie them to a percentage of taxes reimbursed after a threshold is met, rather than right from the get go.

What changes should be made to the tax code?

Barr:   (Did not answer)
Eddy:   The recent tax cut for middle and low middle class and poor people was good, but the drastic reduction in the corporate tax and the opening up of huge tax givebacks to the ultra wealthy has just led to an even wider income and wealth disparity of our country to dangerous levels. There should be penalties for offshoring facilities and jobs. One way is a tax penalty whereby the company pays the workers whose jobs are moving a monthly amount equal to their income at the time their job is eliminated. This includes health insurance coverage for a year. These funds would have to be deposited into escrow accounts so companies can't penalize their workers through bankruptcy.

What is the best way to bring down unemployment?

Barr:   (Did not answer)
Eddy:   The best way is with a thriving economy and continuous education.

How would you guarantee Social Security benefits for future generations?

Barr:   (Did not answer)
Eddy:   The ceiling for deduction should be raised. There should also be a mechanism for all types of income to contribute to the national social security fund, stock sales, interest income, etc. This is important, because our successful national economy depends on a population that is thriving up into the elder years.

What education or experience qualifies you to hold the office for which you seek election?
